China consumes significant amount of natural gas in winter. The integrated community energy utilization system (ICEUS) cannot stabilize the output electricity and heat if there is a shortage gas. operation cost still needs improvement. An supply structure using garbage power as core ICEUS was established study. optimal dispatching model regulating characteristic load. sine-cosine algorithm (SCA) based on nonlinear factors segmented weight presented to solve ICEUS. From simulation results, compared with particle swarm optimization (PSO), SCA, exponential (ESCA), parabolic (PSCA), daily reduced by improved SCA 4.4%, 2.9%, 2.6% 4.1%, respectively, same true summer. operating effectively proposed benefits optimized realized.
